Increasing current employee pay rates versus hiring in new employees at higher compensations

Yes. Reinstate annual bonuses and give employees adequate raises.

Employee pay is not consistent with market rates within their cities based on job title and function. CECO does not offer/pay bonuses to most employees. Bonuses used to be offered but they have since been taken away. Not much incentive once you're on board
