merit adjustments that meet inflation. Promotions process is unnecessarily beaureaucratic, and raises are too low. Easier to join a new company.

Money for health & wellness ($300 is nothing in NYC), work from home office supplies, better pay (comparable to deloitte or accenture) and quicker promotions. It's NOT a good thing to be a boomerang company. People leave and return so they can raise salary/title...try rewarding people who stay at PS

leadership needs to be truly invested in change, money needs to be invested, hiring more diversity, ensuring equitable pay -- try public pay scales to even the playing fields (men make so much more money than women on average at PS)
