It's lengthy and focused on not making hiring mistakes (meaning, holding out for unicorn candidates), instead of being responsive to market conditions and hiring the best available person quickly so that roles don't go unfilled for a long time

My last team manager (from october to december ) was bringing her favorite associate to the team and getting him as a POC which is sending the motivation to the trash. Please try to avoid this behavior in team managers in the future.

I think focusing on encouraging a positive culture would go a long way. I also think flexibility that all team members should be allowed to work from home occasionally and not just some team members, should be considered
