Hold managers directly accountable for the orientation and success of their new hires. Don't assume it just happens.

What do your coworkers need to improve and how could you work together better?

Supply chain program management has a culture of blame before you get blamed. This creates a lack of cooperation among technical project managers and an unwillingness to share information or help. Best to make others look incompetent in order to not look incompetent yourself.
