Was promised promotion in the past but denied due to COVID and not reconsidered

Hard working, easy to work with, care deeply about my and the team's best interest

When we are able to accomplish what we need, which is rare due to set backs from other teams we are dependent upon.

What's going wrong and how can it be improved?

Support teams are not staffed to handle the workload; therefore, can't get what needs to be done done. So we are left with incredibly inefficient systems for our internal teams.

What needs to change to make the company culture better?

Doing and completing projects just to complete them instead of taking the correct amount of time to complete needs to change. We have No-/Go-Calls, which are ridiculous because we are always forced to say Go regardless if the project is complete or not.
