The product requirements are murky and unclear, and the product owners have no idea what should be expected from the product. They wave their hands a lot, but ask them about any specific details and they are like children in a fog.

What's going wrong and how can it be improved?

Too many changes and too many new positions. It is hard to do anything. There are too many meetings to get a simple decision/thing done. PO role makes no sense. SAI does not work. With new quarterly planning and the whole bureaucracy, we're more waterfall than agile.
