Support team are all not aligned consistently which is why the overall performance of the LOB is not satisfactorily. This is based on the implied information being presented by manager during meeting. With these, you would feel insecure and stressed working. Hope they would also avoid red tapes.

Why do you feel undervalued and what would make you feel better about your compensation?
Finance/Payroll is saying that 199% compliance is enough per Government's mandate on 200% Holiday Pay. Not transparent with regards to performance and how you are pairing with others. There are no information you can freely check with regards to your scorecard (KPI/KRA).
What's going wrong and how can it be improved?
1. Increase the metrics for SME 2. Demerit SME for wrong insights 3. Increase quorum in RTCD for higher accuracy 4. LEX/CAs should dispute wrong insight provided in RTCD 5. Leadership to provide action plan & specific steps in achieving the goal. And stop being retroactive 6. Replace Payroll Mgr
