Value employees monetarily and allow them to grow in their positions. The PX sector or some other sector prevents promotions.

The organization on the part of the leadership is poor. They don't know how to do it and what to do with technology teams.
Why do you feel undervalued and what would make you feel better about your compensation?
Because you don't get any monetary recognition, no matter how excellent you deliver, no matter how much you develop your capabilities. Even though the minimum requirements for the position have been met, there is no recognition even if the performance is excellent.
