Coworkers stay for such a short time it is impossible to get to know anyone

I am undervalued because members of my team are leaving for similar positions for very large salary increases
What does the leadership team need to get better at?
Clear, transparent communication about why the salary ranges are so low. Retention here is at an all time low due to this.
