The pay scale is horrible all around no one is fairly or equally paid and the management refuses to correct

What needs to change to make the company culture better?
The management. The management only works limited hours refuses to hire consistently understaffs and refuses to do anything to better the morale with all employees

What's going wrong and how can it be improved?
The management. The management does a poor job at keeping the workplace staffed properly. Three or four employees are constantly overworked because the management refuses to work the necessary hours to make up for the lack of staffing
