Pay the market average at least. And give bonuses if something is done excellently. And ditch the Blue Point system, it's dumb, useless and we are not in kindergarten.

The leadership needs to be replaced completely. IBM hoards talented and bright people on the lower levels who leave in 1-2 years, due to the frustrating incompetence of the leadership. Assess your middle management more thoroughly than the lower levels.
