Managing the franchisees effectively. These frabchisees need random corporate visits

The manager now is rarely at the center and when she is, she's busy with her favorites to even get anything serious done. The owner comes in taking products and telling us not to tell anyone. Between management and owner, there has been alot of shady stuff at this particular location.

Confidential forms allowing co-workers to tattle on each other is a horrendous team/trust building tool.

What's going wrong and how can it be improved?
We are franchisee chooses to speak to employees and guests is appalling. It seems there is no oversight from corporate whatsoever. Benefits should not be the bottom of the barrel. We cannot even see any vacation time we accrue on our paychecks. In Massachusetts we are supposed to receive overtime.
