So my current role I believe was then set from a low inaccurate base. new level 1s made more than me at lvl2

In my department - a shuffle up. Everything including the org structure has remained pretty much the same for over 10 years and it's demotivating. New Senior leadership come in (external), no interest in finding out what we do as a business, strips the 'human' side out & is only interested in stats

Increase the pay and involve associated in the interview process. Management tends to pick new hires that don't mesh with the team.
