It starts with the manager. When it seems the manager is trying to catch us doing something wrong as opposed to doing something right, that kills open and free communication.
It's not very useful to receive feedback months after the fact and then to have old issues that were raised and addressed to be raised in the annual review. An annual review cycle isn't very useful when we're evaluated almost every day.
