For more than 10 years now, IBM does no longer act (that is defining a trend/being the disruptor) but just react (resulting in "me too" products that have difficulties in the market).
Difficult to answer, probably that decisions are split into 20-30 signature so no-one can be blamed for bad decisions because the 19-29 others also didn't find a problem. Sometimes a wrong but fast decision is better than the perfect one too late.
