Us team members are absolutely a team and we work hard even though upper management treats us unfairly and we respect each other

What's going wrong and how can it be improved?
A lot is going wrong and one reason is the fact that you change the upper management every 18 months. Once you get a good one somewhere keep them there. And target should get the people that are out on the floor doing the day to day, they should get our options on things
