Honesty and integrity are sorely lacking, as well as genuine concern for employees.

What needs to change to make the company culture better?

Management harassment from the top levels must end, and the union needs to actually stand up for employees rather than be in the back pocket of the company.

What's going wrong and how can it be improved?

Employee morale seems to be at an all time low. The company has moved from excessive overtime to virtually little or no OT. Stop the petty harassment and focus on treating employees fairly.
